PARLIAMENTARY.

Wellington, September 13. In the House yesterday, a debate took place on the third reading of the Provincial Loans Bill. Mr Reader Wood said that the House had given no expression of opinion. The debate on the second reading had been hampered by a threat of dissolution. Messrs Tribe, J. L. Gillies, and Williams opposed the bill, which Messrs Maeandrew supported. Mr Yogel replied. The third reading waa carried by 50 to 22. Mr Tairoa gave notice of the introduction of a Bill to Amend the Maori Representation. In reply to Mr O'Conor, The Minister of Public Worka said the Government had not considered the report of the Colonial Industries Committee, but would do so the first opportunity. In reply to Mr Andrew, . The Minister of Public Works aaid the Government did not intend to place on Iho Supplementary Estimates any sum for tbe introduction of salmon. In reply to Mr Creightou, The Premier said he could give no further information than Mr Creighton already had about the New Zealand University. The question was much involved, end the Attorney-General's opinion was on the table. In reply to Mr Creighton, Tbe Premier said lhe decision as to the Gazette in Bankruptcy was in the hands of the Judge, and the Government -was not inclined to interfere. The report of the Colonial Industries Committee having been read, Mr O'Conor asked what steps should be taken to prevent witnesses materially altering their evidence when tho proof slip of it was sent to them for revision. He stated tbat materia! alterations had been made, and. he desired an enquiry into the matter. After some remarks from the Speaker, Mr O'Conor gave notice of a motion for enquiry. The Drawbacks Act Amendment Bill, and Neglected and Criminal Children's Act Amendment Bill were read the second time. The Prisons Biil was committed and read the third time. The Governors Salary Bill was withdrawn, and it was proposed to introduce another making tbe salary £5,000, travelling allowance £1,000, other allowances £-1,500. The Lowry Bay estate ie to be mortgaged for £2,000, the Governor paying the interest. The money will be spent on improvements. If the Governor or hie successor does not wish to keep it, the estate is to be sold. The Otago Reserves Bill was read the second time. The Deeds Registration Act Amendment Biil was thrown out on a division by 17 to 11. The Marriage with Deceased Wife's Sister Bill was committed and read the third time. The Employment of Females in Factories Bill was read the second time.
