COUNCIL PAPER.
Report of the Petitions Committee on the petition of the Artizans' Association praying for the same assistance as that granted to other libraries. After carefully considering the claim of the petitioners for consideration, the Committee instruct me to report that, whilst admitting the usefulness of the Association as a means of affording instruction to its members, they are unable to recommend that money should be granted to particular libraries in cases where, as in tbe present instance, there is a public Institute of a kindred character. The Committee would however suggest that some arrangements might be made with the Management Committee of the Nelson Institute which would meet tbe views of tbe Artizans* Association: War.
