To-day's Gazette contains an Order in Council relating to regulations givingpower to the Health Officer at any Port to quarantine vessels from Honolulu, whether such vessel has toui hed any port in New Zealand or not. The Health Officer is to report, and the Board of Health has the power to detain the vessel, crew, and passengers until pronounced clean. The Nebraska is quarantined, and the malls aro being fumigated. She will not be allowed to proceed south.
