June 17. — The Reichstadr, after a seven hours' debate, passed the second reading, by J 83 to 101, of the bill for depriving the Jesuits of the rights to citizenship. Serious troubles from the labor movement are feared. A treaty has been signed giving Germany the working control of the Luxembourg; railways except for munitions of war. The British embassy was present. The Emperor William has been made arbibrator on the American case on the San Juan boundary question. The American Ministry presented the application.
