Wellington, October 6. The Estimates vt-ere discussed last night, and the Legislative Departmeut, the Colonial Secretary's, Treasury, Audit, and Stamp Departments were passed without reduction, several motions-to reduce items being negatived. , ■. \ ; Mr. Yogel to-day gave his promised outline of the, Government,, Bills, without pledging himself absolutely to details. The leading features of the Provinces Bill will be to enable Superintendents to sit in the Council, and make Superintendents and Councils independent of each other regarding resignation" or' dissolution. After the expiration of the present; Councils, to. reduce the number ofmembers of Councils to the same number as members of the Assembly reiurcied by^the Province and Provincial Districts coterminous with those of the Assembly. Reduction, of number not to apply to Mailborough, Hnwke's Bay, or Taranaki. : ■■■•'. The proposed extended boundaries ; of Nelson Province will include Teremakau, so as to embrace the Grey district, and at the same time will provide for establishment of Road Boards on the Nelson Goldfields, with power of local administration of local revenue, similar to what is now, enjoyed by Westland. Another Bill will provide for the transfer to the Governor, of the administration of the affairs of any Province, on the'request of the Superintendent and- 'the Council. ... Of the proposed Board 'of Works, three of the nominated, members to retire annually, ,but to be eligible for re-nomination. .: The Government, on the reeommenda•tion of the Board, to have power to take any land for settlement, on paying the Province in cash the upset price, less compensation to pastoral tenants. With the land, the colony to take a proportionate share of the consolidated debt. | Mr. Yogel entered more fully than Mr. Gisborne into the details of the system of charging -the cost' of railways;! ;and r the provisions for avoiding extortionate claims for compensation for the land required for railways; and into the duties of the Board. It was intended to establish another Board under the direction of the chief Board, to manage Goldfields' works. On the suggestion of Mr. Stafford, the debate on the general policy will take place on Tuesday next. He intimated it was the intention of the Opposition to oppose the San Francisco mail service vote. October 7, 11.50 a.m. The whole night was spent on the Estimates. Considerable progress was made, but no reductions. i ■
