RUSSIA'S RASCALITY.
Movement Started to Free Russian Socialists. Russian Socialists have appealed to tho International Socialist Bureau to inaugurate a universal movement demnnding the freedom of the imprisoned Socialist members of the first Russian Duma, who are now lying in jail, wlioro they were thrown because they dared to oppose tho Government alter they had been elected. In Russia the movement has already begun. The last number of the Petersburg Socialist weekly, "Swesda," is devoted almost entirely to this question, as well as the review, "Djelo Shisni." They have both been confiscated. The deputies of the progressive parties in the present Duma and the Socialists intend to demand the immediate revision of the trial, and that all the documents should bo laid before the Duma. "Give lis back our deputies!" is the cry that will soon resound far and wide throughout the Russian Umpire.
