A special cable dispatch from London to the "New York World" said: "In diplomatic circles here tho German Chancellor's anti-arbitration declaration is atributed to the direct influence of FJmperor William, who has privately expressed a view that the instant Germany shows any disposition toward limitation of armaments there will be a Socialistic landslide. According to the Emperor's conception, militarism is his only bulwark against Socialism, this being contrary to the general belief that Socialism finds its chief fertilizer in militarism.
