STIR UP TROUBLE LONDON, Dec. 3. A special department has been created in Berlin to assist sma.ll disaffected groups in the British and French Empires and generally to stir up trouble in both. The Copenhagen correspondent of the Daily Telegraph who makes the i-tatement, continues that a similar organisation existed before the war. It subsidised the Arabs and the bomb-throwing rebels of the Irish Republican Army and elements in India. It is understood that tho Berlin Foreign Office and the Gestapo jointly control the new department, which regards India, Eire and Palestine as the Empire’s weak spots, in which disaffection can most quickly be stirred up.
