SOVIET DENIES ARREST OF PUPPET PREMIER
(Received 27, 12.45 p.m.) LENINGRAD, Dec. 26. It is denied that Kussinen, Prime Minister of the puppet Finnish Government set up by the Soviet at Terijok; just across the Finnish border, has been arrested. ASSISTANT FOR MR. HULL (Received 27, 11.45 a.m.) WELLINGTON, Dec. 26. President Roosevelt has appointed Mr Joseph E. Davies, Ambassador to Belgium, assistant to the Secretary of State, Mr Cordell Hull, to deal with war problems and policy and also with international trade negotiations.
