FIRST PART OF PROGRAMME COMPLETED (Special to "Times") HASTINGS, Feb. 6. \ The first portion of the schedule of works under the Havelock North Town Board's £3500 roading loan programme sanctioned last year was completed yesterday morning, when the contractor, 1 Mr R. McGaffin, finished the spraying operations in the road-sealing work. | Under the loan proposals 43 miles of roadway were to have received twe coats of sealing, the surfacing to be carried out in Middle road, Lucknow road, Duart road, Chambers road, Simla avenue, McHardy street and the intersecting streets. Yesterday the final piece of roading to bo sealed under the contract was completed, the task ending in Ellison road. Yesterday the contractor commenced tho second portion of the pro- i gramme, tho laying-down of 2J miles of footpaths in the majority of the streets concerned in the roading programme. The whole programme is being carried out without involving the ratepay* »rs in an increased rate, the board having decided that the interest and sinkIng fund on tho loan should be paid out of the ordinary revenue. In coming to this decision the board, after a thorough investigation, was satisfied that the burden imposed by the raising of the loan would not be as great as the maintenance costa involved in metalled Toads. Since the programme was sanctioned, the board has decided to continue the road-sealing work and on Thursday a, oontract was let to Mr McGaffin for the re-sealing of that portion, about a mile, of tho Hastings-Waimarama main highway that is within the Town Board's boundaries. This work will involve an additional expenditure of approximately £3OO. It is about eight years since this road was put down at a cost of about £7OO. The board has under consideration the re-sealing of all the footpath* in the township, there being about four miles of existing footpaths to receive attention. The works committee met on Thursday afternoon to consider tho matter, which involves an expenditure of approximately £4OO, and adjourned its deliberations, it having been decided to call a special meeting of the board for next Tuesday night to complete tho matter.
