FREEDOM OF CONSCIENCE AND EDUCATION DEMANDED. United Press Association—Electric Telegraph.—Copyright. Received Sunday, 9.20 p.m. BERLIN, Jan. 23. Well-informed persons expect that the result of tho visit of the German Bishops to Rome will be a Note from the Vatican protesting against Germany's failure to observe the concordat in every essential point, especially in closing Catholic schools. The Bishops have issued a declaration affirming the right of freedom of conscience and education, this being read in all Catholic churches in Germany on January 24.
