PALMERSTON BOROUGH COUNCIL.
Wednesday, 5th November, 1879. Present— His Worship the Mayor, Councillors Walton, Jenssen, Coleman, Roe, Ferguson, Amesbury, Marsh, and Linton. The minutes of the two preceeding meetings were read and confirmed. CORRESPONDENCE. An Offer. From Mr. Ivor James making application for the use of the portion of the Reserve on the east side of Fitzerbert street, retaind by the Council for sanitary purposes, offering to fence the
frontage to Fitzherbert street, leaving a gate at the road for Refuse Pit and pay a rental of £2. — Terms accepted from year to year, subject to certain conditions. ANOTHER. From Mr P, Maxwell, asking for a for a renewal of his lease for the racecourse Reserve, for a period of twelve months or a number of years. — It was decided that at the termina ion of Mr. Maxwell's present lease tenders would be called in the ordinary way. RECREATION RESERVE. From Mr. Walter Johnston, stating that the Public Works Department was quite willing to hand over the five acres in Main street (formerly used as the Government Gravel Pit), as a Recreation Ground.— lt was proposed by Councillor Linton, and seconded by Councillor Coleman— " That a letter be written to Mr. Johnston, M.H.R., signifying that this council will be pleased to accept of the late Gravel Reserve, at the West End of the Borough, as suggested by him in his letter to the Town Clerk, and that immediate steps be taken to secure it as a Public Reserve." Carried. APPLICATION FOR SLAUGHTERING LICENSE. From the Borough Solicitor, re Mr. Mackie's application for a slaughterhouse license. Mr Mackie was in attendance, and his Worship pointed out as a Bill was now under discussion in the House of Representatives which would leave it entirely put of the power of Borough Councils under any circumstances granting license within town limits.— Proposed by Councillor Linton seconded by Councillor Coleman— "That Mr. Mackie's application for a butchering license within the boundary of this borough be declined." Carried. MANAWATU BRIDGE. From Mr. J. T. Stewart, District Engineer, stating that he had been instructed to prepare specifications with regard to the painting of the Manawatu Bridge. GRAVEL RESERVE. From Mr. J. T. Stewart, District Engineer, intimating that he was about to send his report with regard to the Gravel Reserve to the Engineer-in-Charge PUBLIC WORKS COMMITTEE. The following report of the Public Works Committee, was next read and adopted:— " We your Public Works Committee have the honor to report that we have accepted a tender for work required in Rangitikei sheet at the Clarendon Hotel corner, from Messrs Bassett and Co., for the sum of £38. "We would remind the Council that the contract for lighting the lamps ceases on the 11th instant. INSPECTOR OF NUISANCES. The Inspector of Nuisances reported as follows :— I have the honor to report that, in accordance I advertised for tenders from persons willing to contract for the removal of night soil, and that of Henry Moffatt, being the lowest, was accepted, and is as follows :— Private houses, per closet, 2s per month Hotels and boarding-houses, 5s. per month Schools, 10s per month Rubbish of any kind capable of being removed in the day time, 1s. per load. The appliances he is preparing will have to be inspected and approved of, before he will be permitted to commence work. I would further ask the Council to authorise the payment to the contractor of £1 per amum in excess of his contract, as otherwise a difficulty arises in entering into an agreement with him of of a legal nature. The report was received and adopted. STATEMENT OF ACCOUNTS. The audited half-yearly account were presented to the Council, and received. EAST END GRAVEL RESERVE. Proposed by Councillor Linton, seconded by Councillor Jenssen— " That an application be made to the Government District Engineer to fill in the gravel pits made by the Railway contractors, opposite Suburban Sections No 175 and 176, at the East End of the Borough, and that the work be commenced as soon as possible." Carried. TENDERS. Tenders were opened for bush falling and clearing in college street :— Fifteen chains at £1, and 7 1/4 chains at £14, Collard & Co. Fifteen chains £1 7s, and 7 1/2 chains at at 18s per chain, Laurence. Fifteen chains, at £1 2s. and 7 1/2 chains at £1 per chain, Evans. Fifteen chains at 19s 6d, and 7 1/2 chains at 19s. 6d, Warren. Fifteen chains at £1 3s. per chain and 7 1/2 chains at 18s per chain, Hoffman. Fifteen chains at 15s 9d per chain, and 7 1/2 chains at 7s. 9d, per chain, Ryan. Fifteen chains at 18s. per chain, and 7 1/2 chains at 15s per chain, Just. Fifteen chairs at £1 10s. per chain, and 7 1/2 chains at £1 per chain, Harvey. Fifteen chains at £2 per chain, and 7 1/2 chains at £1 ; Hensen. The tender of Mr. Ryan was accepted.
