TO THB BDITOB. Sib, — I notice a letter m Wednesday's Manawatu Times signed "Progress," which pretends' to promote the establishment of Feilding into a muricipalifcy. At first sight one may suppose that to hare been " Progress's " purpose, but I think that it is more likely to delay it than it is to promote it. The people of Feilding would have had a municipality last year if they had not been asked earnestly to wait » few months, and the few months have grown into a year ; and when there is another more being made, " Progress " steps m to ask that it be leisurely discussed until (everyone m the district be agreed. Tliis advice looks like the advice that proved so successful last year m putting us off ; and " Progress's " considerate advice is also like drawing a herring across the acenfc when he fees the hounds about making a start for the hunt. — I am, &c, W.
