We have received a letter from Mr. Monrad affecting chiefly the School Committees ifehat will be concerned m the first election of the Boards. Prom a second reading of the Act we gather that the old Committees are intended to elecjj^the first Boards. Section 62 provides::— "All : sehaol districts constituted under the- provisions of any Ordinance or Act hereby repealed shall be school districts for the purpose of this Act until altered as herein provided, and the': persons m office at the time of fhe coming into operation of this Act as committees of every district^ shall continue m "office till their successors are elected." Now Section 13 and subsections provide that the process of nominating and electing the Boards shall take place during the three first months of the year, and Section 6S provides that the election of the first School Committees . may take place during any part of the present year. Clearly, then, these committees which may be elected during any part of the present year are not intended to elect the Boards which must be nominated m January. As the Act makes use of the old Boards to introduce the new regime, so it makes use of the old Committees to introduce the new Boards, and it gives these new Boards plenty of time during the present year to see to the first election of Committees under the A ct. Probably at the beginning of each year after the present it will fall to the retiring Committees to nominate, and to the freshly elected Committees to elect the new Boards.
