Owen signed a declaration m accordance with '■' The Municipal Corporations Act, 1876." " ' c Two applications, as requested by advertisement, were laid before the Council, from persons willing to fill the office of Town Clerk, and six for Working Overseer. An application for both offices conjointly , was not considered,' being informal*. R. -N. Keeling was appointed Town i. Clerk and Returning Officer". , Robert Henderson' was appointed Working Overseer. x Report from Committee appointed to draw up code of rules received. Cr. Linton proposed, and Cr. Marsh * seconded, " That the standing orders as, laid on the table by the Committee be adopted." Agreed. Resolved, to print 50 copies, of the above m pamphlet form. '• Cr. Jas. Linton proposed, and Cr. J. E. GriiBBBT seconded, " That the report of the Public Works Committee be received as read."' Agreed. * -'jqh.* A discussion ensued as to the anrfnao election' of Councillors, when it was resolved to hold the election as provided by the Act. Cr. Linton proposed, andCr. Summebhays seconded, *-" That the-Overseer of Works 'be instructed to enquire of*the contractor for filling drains at Terrace End, on what terms he will reduce present height of road, and form and metal according to specifications supplied by the Borough Council." Agreed to. } Cr. Deabds proposed, and Cr. Mabsh seconded, " That the roadmen m the employ of the Borough be paid at the rate of 7s per day, working time only allowed." Agreed to. Cr. Linton proposed, and Cr. Mabsh seconded, " That four men be employed " as roadmen within the Borough at the present time." Agreed. On various accounts being presented, it was resolved that the advertising account from the " Manawatu Times " stand over, and that the Town Clerk be instructed to obtain prices from the-pro-prietor of the same and neighbouring papers. Resolved, That the petition from certain parlies requesting a subsidy for tlio Palmerston North Reading Room, stand over, and that the Town Clerk request them to furnish a statement shewing assets and liabilities. Cr Jenssex proposed, " That a Committtee of the. whole Council meettmTuesday evening at (> p.ih. to agreu'jttpita a code of byehitvs for the Borough, m accordance with 'The Municipal Co.poratiom Act, 1876.' '* Cr. Suhmekhats proposed and Cr. .Jenssen seconded, " That the names of -Crs. Manson and Gilbert be added'to the Public Works Committee." -Agreed. Cr Linton proposed, and Cr. Gilbeut " seconded. " Tliat Constable Gjllespie be appointed Poiindkeeper for the pound within the Borough*.' Agreed. Cr Linton proposed, and Cr. Deabtjs seconded, " That this' Council proceed with the collection of the rates now due» as struck by the late local Board." Agreed. Cr Linton proposed, and Cr. Summebhays seconded, "That a Finance Committee be appointed, consisting of ,Crs. Manson, Jenssen, Gilbert, Walton, and the mover." Agreed. Cr. ' Deards proposed, and .Cr. Svmmebhays seconded, "That the. Committee appointed on Aug. 17th, meet on Sept.- Ist, to decide upon what lands are required by the „ Borough for* reserves/* Agreed. . • Resolved, That the Town Clerk be instructed to collect the dog tax ; fee to be ss, including badge. The Constable to be instructed to prosecute and receive is for every dog registered. - ~ ' "*<£ i Resolved, That the Inspector of Nuisances be* instructed- to give iiotice to squatters on the road at 1 Terrace-End 1 to remove. >'•■■> The following -accounts were then passed for payment : — James Donnelly, clearing bush. line for late Local- Board, £3 4's ; Chiarles Hall, metalling for late Local Board, £12 13s 6d; Working Overseer, wages for August, £9 9s ; Sichter, Nannestad vfc Co., timber sup- - plied for late Local Board, £1 2s 3d ; Frits Jenssen, surveying for late Local Board, £3. Total, £29 9s 3d. . Cr. Linton .proposed, and Cr. Gn.bebt seconded, " That this meeting do now adjourn until the~ 14th proximo, at 6 p.m." Agreed. r
