It is believed that she desires, to recede from the ground that she has assumed at the time of the Czar's Moscow.speech. It was stated that Servia claims Little Czivornie andthe complete evacuation of the territory.. ... February 4. The JPorte, agrees^. to negotiate with Montenegro on the basis of the status quo ante I)eJ,lum, with cession of certain territory. The agreementof the Porte, with Servia -is dotibtfulj owing to the Turkish demand for quarantine. A Russian circular has been issued, expressing the „ desire of Russia to maintain the ppace of Europe, but asks, before stating her decision, what course the Powers intend to pursue m view of the Porte's rejection of their demands. At a numerously attended meeting on the Eastern question held preparatorily to the opening of ' Parliament, the action of the Conference generally was approved of. The Liberals censured the earlier policy -of Lords Beaconsfield ■ and Derby, but it is not expected any attempt will be made to overthrow the Government; ' Such a course would be unpopular and not likely to succeed.
