NEW RUMANIAN STATE.

BUCHAREST, Sept. 15. King Michael has issued a decree proclaiming that the structure of the State shall henceforth be totalitarian, with a foreign policy based on tho Axis. Tho Iron Guard will be the only party recognised.

General Antonescu, who becomes “Leader of tho State,” announced the formation of a Government of which seven of the 12 Cabinet members belong to the Iron Guard. It is understood that the Government has been formed under strict German supervision.

The decree declared that Rumania becomes a “national legionary State” aiming to benefit the people morally and materially. The Iron Guard leader (M. Horia Sima) is appointed Vice-Premier, and the commander of the legionaries, M. Luca Sturdza, Foreign Minister.
