WASHINGTON, June 4. Representative Fish told the Press that it was proposed that the United States should negotiate agreements for the establishment of “Monroe Doctrine airports” in each of the 20 other American States for emergency use if required as a result of an invasion in the hemisphere. Mr Fish said air bases throughout the Americas from where United States units could make observation flights which might effectively discourage the “Trojan Horse” technique ought to be situated all the way from Canada to Patagonia with ’planes and ground crews Representative Snyder has introduced a Bill into the House directing the Attorney-General to establish as many observation posts as were necessary to keep the entire Mexican border under observation day and night to prevent the illegal entry of aliens by land or ’plane. . . It is learned that the Administration has placed a complete embargo on the export of machine tools for defence reasons, and halted a number of shipments to foreign Governments and concerns. The action was revealed to the Japanese Embassy Counsellor when he called at the State Department to inquire about rumours of such tools being included in the moral embargo on the export of war materials to Japan. , The Army Chief of Staff (General G. C. Marshall) declared. there was a possibility of trouble in the Western Hemisphere in the next month or two. He wanted to have the “fire extinguisher ready.” The Secretary for State (Mr Hull) has sent a letter to the House Foreign Affairs Committee expressing unqualified support for Mr S. Bloom’s resolution providing for non-recognition of any transfer of territory in the Western Hemisphere between non-American Powers.
