FINANCIAL PROVISION. ■WASHINGTON, Mav 14. According to Mr Roosevelt, the extra money required to bolster up the national dei dices, will be divided into three categories; First, actual appropriations to be spent in the fiscal year starting on July 1, which would be in excess, of the military Budget for the year of 2,000,000,000 dollars. Second, contract,' authorisations which would not have to be ffnanced till the 1942 fiscal year. Third, general authorisations for further necessary expansion. Mr Roosevelt told the Press that he had banned the topic of a two-ocean navy as “stupid and dumb.” He said: “We must have a fleet capable of going anywhere at any time, and no man knows when or where it will have to go.”
