NEW REGULATIONS. - Per Press Association. WELLINGTON, May 13. Regulations prohibiting the use of motor horns in built-up areas," except in cases of* emergency between! 11 p.m. and 7 a.m., are to be brought before Cabinet shortly, said the Minister of Transport (Hon. R. Semple) to-day. The measure, he said, followed representations by the North and South Island Motor Unions and a recommendation from the Road Safety Council. Its purpose was to minimise accident risks by encouraging motorists to drive by sight rather than by sound. Permissible use of the horn in an emergency would apply whenever another road user had committed an offence likely to endanger the driver'. Even during daylight excessive use of the horn was to be discouraged. If used unnecessarily, horns were invariably confusing and frequently dangerous.
