FEAR OF GERMANY. SIGNIFICANT MOVEMENTS. (United Press Association—By Electric Telegraph.—Copyright.) LONDON, April 23. 'Large-scale German military preparations which are reported to he progressing at Memel, East Prussia, and along the Luxembourg frontier have accentuated anxiety in the countries bordering the Reich. Troops, munitions, and supplies are reported to be arriving at the Baltic ports from elsewhere in Germany. The residents of Luxembourg are hastily building tank traps opposite the German bridges across the Moselle. Belgian State guards raided German homes and discovered the uniforms of several Germans who were arrested.
