WELLINGTON, April 19. Clarification of the “black” exchange issue lias been sought iroui tbe Minister of Finance (Hon. \V. Nash) by the secretary of the Associated- Chambers ol Commerce (Mr' A. O. Heanv). “What we would like to obtain iroin you,” states Mr Heany’s letter to the Minister, “is a clarification' of your public position on the following points : “(1) What is the position of the firm which has been granted import licenses against ‘black’ exchange? Does the restriction which you have announced as applying to the use of ‘black’ exchange automatically cancel these licenses? , , ~ , ' “(2) If it is not liUcnded that tbe license above mentioned should be cancelled. wliat then is tbe position of the business concerns which required ‘black’ exchange, nut in applications for licenses under the third period, but, who iia”o not vet been granted licenses?. Will those firms be granted, their licenses, or does the latest restriction mean that the • delay in the issue of tbe .balance of ' third-term licenses has lost to those firms, .-through no fault of their own, their opportunity to_ secure licenses equivalent to those obtained by their competitors?.”
