AMERICAN RULING. NEW YORK, April 13. The American United Press Washington correspondent says that the Allied Purchasing Commission is reported to have protested unavailingly against the ruling of the Under-Secre-tary of War (Senator Johnson) that the Allies must pay part of the cost.-, of aircraft plant expansion. Mr Morgenthau (Secretary to the Treasury) supported Mr Johnson on the grounds that United States finance was being used in the developing of the ’planes the Allies were buying and Britain and France should share the cost of future development. Faced with tlio United States’ strong stand on tins point, the Allies arc reported to have agreed. It is expected that an order for 2600 to 2SOO pursuit ’planes will he placed immediately.
