port to Prince Konoye (Prime Minister) advocating the enlistment of foreign capital for the development of China, thus maintaining the “open door.” He disclosed that he was negotiating for credit of 50,000,000 dollars in the United States for the purchase there of machinery for Manchukuo. He added that Japan hoped to obtain a most valuable lesson regarding the development of the Asiatic mainland from American business people.
