ARRESTS IN BULGARIA
ALLEGED CONSPIRACY. VIENNA, Jan. 28. Three hundred persons, alleged to be involved in a Communist conspiracy, have been arrested throughout Bulgaria. It is believed that the real reason for the arrests' before the election was a precaution. The introduction of more moderate electoral laws resulted in an embarrassing flood of 5000 candidates for 160 seats, as many as 40 contesting one seat.
