MESSAGE CONDEMNED. NEW YORK, Jan. 29. Peace societies generally have condemned President Roosevelt’s defence message. The National Council for the Prevention of War says: “No pleas of defence can hide the.fact that, added to our Far Eastern policy, this demand for huge armament expenditures points toward preparation for a foreign war.”
