PREMIERS APPEAL TO FRANCE. PARIS, Jan. 28. Cabinet has approved six Bills constituting a labour charter and communicated them to the Chamber of Deputies for debate. The most important creates new strike laws. Strikes are to be made illegal unless a majority of workers demand them in a secret ballot. Another places the arbitration of labour disputes under a Council of State. The Premier (M. Cliautemps) broadcast an appeal to the nation to suspend controversies, uphold the Government and demonstrate to foreigners a determination to maintain unity in the faco of perils.
