SINGAPORE “BLACK-OUT.”

EXPERIMENT NEXT WEEK. SINGAPORE, Jan. 28. Singapore’s first “black-out” will take place between 2 a.m. and 6 a.m. on February 5. It will include the coast east of Singapore, and the whole of the town south of the Singapore River. The latter includes the densely-populated Chinatown,' which in many parts in a' blaze of lights all night. ' The “black-out” will coincide with the last day of tho manoeuvres, when the battle is expected to be hottest.
