END OF WAR DISTANT. PREMIER’S APPEAL. TOKIO, Jan. 22. “Far distant is the end of the conflict. It will be a long time before settlement is reached. O.urs is indeed a momentous task,” declared the Prime Minister (Prince Konoye), speakinug in the Diet, appealing for a dauntless spirit to meet still greater sacrifices and achieve permanent peace in East Asia, based on close co-ope-tion between Japan and Mnnchukuo. The Minister of Foreign Affairs (Mr K. Hirota), after he had expressed similar utterances, rejoiced in the calmness and fair-mindedness of Britain and America regarding the Panay and Ladybird incidents. This had averted the alienation of good feelings. He hoped that the Government and people of Britain would comprehend correctly Japan’s position in East Asia and co-operate with her in the furtherance of peace and good understanding. Mr Hirota revealed that Japan’s peace terms included demilitarised zones, payment of indemnity, and a Sino-Japanese - Manchukuan economic agreemnt. The Minister of War (General G. Sugiayama) told the Diet that China originally had 1,750.000 men in the field, half of whom had since been killed or wounded. It is reported from Shanghai that General Liushih (Governor of Honan), hitherto one of Marshal Chiang Kaishek’s supporters, has been arrested for dereliction of military duties:
