NATION PROGRESSING.

JAPANESE CLAIM. Received Januarv 24, 8.5 a.m. TOKIO, Jan. 22. The Minister of Finance (Mr O. Kaya) said to-day that Japan was progressing despite the war. The exchange would be maintained at 14d. The Government planned to promote exports and gold production and to regulate imports, control consumption and rising prices, utilise raw material substitutes and check speculation. The ordinary Budget for the coming year of £167,241,000 showed a reduction of £2,333,000.
