RUSSIAN REPORT DENIED. Received January 21, 10.55 a.m. ROME, Jan. 20. Replying to the Russian decision to suspend payments to Italian firms find organisations dealiug commercially with the Soviet, the Foreign Office denies that Italy is indebted to Russia. On the contrary,’ Russia owes Italy several million lire due to the current supply of oil by-products. The Russian decision, it is contended, is an expedient under which Russia admits insolvency to Italy.
