PROMOTIONS ANNOUNCED. Received January 21, 12.40 p.m. LONDON, Jan. 20. The original golden-haired “Bubbles” of Sir John Millais’s famous picture, Vice-Admiral Sir William Milburne James, has been promoted to Admiral. Admiral the Earl of Cork Orrery, will succeed Admiral of the Fleet Sir Frederick * Field, who has been placed on the retired list.
