The British United Press correspondent says that a report is current that Japan is submitting new- peace terms providing for the withdrawal of her forces, except from the Pekin, Tientsin, Suiyuan, and Chaliar regions, with tlie right to nominate the Mayors of the chief cities. Foreign observers doubt its authenticity. The latest Chinese estimate is that 18,000 native refugees have died at Shanghai due to disease, exposure and hunger.
