MADAGASCAR.
LONDON, Dec. 31. The Warsaw correspondent of the Daily Telegraph says: “An understanding has been reached between the French and Polish Governments regarding preparatory . works, including communications, sanitary services, and land clearance, which are to be .undertaken in order to open up Madagascar for Polish migration. . “The Jewish Commission, including Jewish experts, recently returned from Madagascar and reported to the two Governments that the island offered opportunities for white settlement. “The Polish Government hopes that , jt will be able to absorb at least 10,000 immigrants a year. , “Notwithstanding the official optimism. Jewish leaders are sceptical. They say that only a small portion of the ” island is suitable for settlement. The financing o'f migration even on a small 'scale, they add, is beyond th» capacity of the Polish Jewry.”
