EX-KAISER’S SPEECHES. CONTRAST WITH NAZI VIEW. LONDON, Jan. 5. Research workers, running through the ex-Kaiser’s pre-war speeches, hare infused a most ironical touch into Germany’s new-found friendship with Japan. They quote freely Wilhelm’s bitter, hatred of the Japanese, which contrasts sharply with the pleasantries now passing between the two countries. “The Japanese are the scourge of God,” said the ex-Kaiser in 1905, discussing the “Yellow Peril.” “Russia is fighting the wliite man’s battle,” he commented during the Rus-so-Japanese war in the same year. After the war, which Japan won, he said: “My God, how 1 wish my battalions had been given a chance against the Japanese. We would have made short work of them.” At an interview in 1908 Wilhelm said: “The danger for Western civilisation is not Japan, but the fact that Japan is heading an Asiatic bloc. It is certain that we will _ have '• to fight to the death with Japan one day. Her control of China would be the worst calamity which could threaten the world. “We would be wise now to divide the East against itself. The particular duty which the white man owes himself at the moment is to prevent Japan from swallowing China. “The United States, above all ? must realise the gravity of the situation. If China needs a ‘Big Brother’ we, and not Japan, should be that to her. It should be possible for the United States, in agreement with me, to guarantee 'the territorial integrity of China. “Japan’s ambitions must be restricted in the white man’s interests and the consolidation of Eastern Asia must be prevented.”
