DESIRES ARMY TITLE. Received August 20, 10.25 a.m. WASHINGTON, Aug. 19. The House Military Committee announced to-day that t'»e War Department opposes the Bill to make Mr Lincoln Ellsworth, the explorer, a lieutenant-colonel of the Officers’ Reserve Corps, a' commission for which lie has applied. The department appreciated Mr Ellsworth’s achievements, but stressed that deviation from the regulations to make individual appointments would he destructive to the morale ol the corps.
