CRUISERS FOR BRAZIL.

PROPOSAL TO LEASE SHIPS. WASHINGTON, Aug. 12. A Pan-American incident which is growing in prominence has arisen from the intention of the United States to lease six over-age destroyers to Brazil. The Argentine Press is bitterly protesting against statements by Mr Cordell Hull, Secretary of State, that any Pan-American nation can obtain similar vessels, since they are strictly for training purposes only. The Press of other Latin-American countries have taken it up, and a furious controversy is raging. , ~ , Senator Vandenberg alleged that the step violates the London Naval Treaty. The State Department contends that other signatories to it do not object.
