POWERS’ DEBTS.
BELGIUM HAS PAID IN ADVANCE. LONDON, Aug. 7. Ib is officially announced that eleven small Powers have paid their contributions to the Non-Intervention Committee. Belgium is even paid up in advance. A communique states that yesterday’s interpretation of the secretary s statement is duo to a inisundersandmg. What it was desired to stress was that Britain alone of the five great Powers has paid up to date, but as the great Powers contribute 80 per cent, of the total, the deficit is large.
