The New York Times states that a Russian Commission seeking to arrange the construction of battleships in the United States hopes to overcome the official objections and is negotiating for a 35,000-ton ship armed with nine 16-ineh guns as a preliminary to purchasing three similar vessels at a cost of from 100,000,000 to 200,000,000 dollars.
Tho Commission is studying American methods of manufacturing guns and armour plate and lias invited American technicians to assist in establishing plants in Russia.
