MUNICIPAL AFFAIRS

PALMERSTON NORTH CITY COUNCIL. AIEETING LAST EVENING. The Palmerston North City Council met last evening, the Alayor (Air A. E. AJansford) presiding. Others present were Crs G. Tremaine, W. B. Tenncnt, A. A. Langley, AY. Mouldcy, AY. 15. Cameron, R. I/. C. Aitchison, J. T. J. lleatley and J. J. Stevenson. Leave of absence was granted Cr J. Hodgens, M.P. RESERVES COAIAIITTEE. Reports and recommendations by the reserves committee wero adopted as follow:—That the Takaro Progressive Association had requested that the water which lies in the park adjacent to No. 120 Botanical Road he diverted, and it was decided that the city curator report thereon. That the Atanawatu Hockey Association had advised that, as it had no defined tenancy of the Ilokowhitu Domain, it regretted being unable to offer any contribution towards the cost of a dressing shed and conveniences, and had suggested that the unused shed all!vein ences at Alilverton Park might bo removed to the Hokowhitu ground. It was decided that the removal of the shed be reported upon by the curator to the next meeting. That tho Alanawatu Hockey Association had reported that damage appeared to have been done to tho playing area at Takaro Park by golfers, and had suggested that notices be erected forbidding the jflaying of golf. It was agreed that appropriate notices be erected prohibiting the playing of golf at North Street Park, Takaro Park, and Milverton Park. That the Takaro Bowling, Croquet and Tennis Club had written stating that, as the council had decided to hand over the control and maintenance of the greens to the club in October. 1938, it required information concerning the annual rental payable, the use of the equipment and a small shed for storing top-dressing. It was resolved that the annual rental he £l, and the term five or 10 years at the club’s option ; that the club he allowed to take over the plant at valuation, payment to be made by instalments over tho period of file tenancy; and the council to provide second-hand iron to enable tho club to erect the shed required. That tho chairman had reported that gates or rustic work indicating the entrances to Takaro Park were required, and the matter had been held over pending Air Black interviewing the president of the Progressive Association and reporting to the next meeting. That tho communication from the Palmerston North Golf Club advising that, in order to comply with the terms of the lease, the club had indemnified tho council against any claim in respect of injury to any person or property and that the public risk policy had been endorsed accordingly, be received. AVORKS COAIAIITTEE. Reports and recommendations by tho works committee were adopted as follow:—Tln.it too Palmerston North River Board had advised that persons were using the rubbish tip in Park Road at irregular hours, and that damage was being done to the works of the board in tho near vicinity. It was resolved that the hinges of the gate at the entrance be made -so that it is not possible to remove the gate, that a new padlock he purchased, and that a notice setting out the hours during which the tip may be used, and that the council will take action against trespassers using the pit outside the specified time, ho inserted in the local papers. That Air H. Linley Ricnardson had written offering, lor 70 guineas, his painting of tho Duke of Gloucester presenting Alelbourne Air Race medals to the late Squadron-Leader AfcGregor and Air H. C. Walker, of Palmerston North. It was decided that Crs Tennent and Tremaine by a sub-committee to confer with 'representatives of the Art Gallery and Aero Club to ascertain whether the purchase might be effected. That the Takaro Progressive Association had expressed disappointment at the very small allocation of_ tar-sealing work to be done in the Takaro area this year, and had requested a readjustment of tho allocation. It was resolved that the association he advised that their request could not he agreed to, that the council had allocated available funds as evenly as possible amongst the various portions of the city, and the streets in the Takaro area to be treated this year were considered m order of necessity. That the Takaro Progressive Association had reported the flooding of property at tho railway end of Burns Avenue, which had caused much hardship and inconvenience to the residents in the vicinity. It was decided to advise the association that the cause of the trouble was work carried out by the Railway Department some years ago, and as soon as the council had become aware of the position steps had been taken to rectify the matter. Tlult the city engineer had read letters in regard to water supply being drawn from soak wells adjacent to rivers, and it was decided that the town clerk write to authorities using soak wells and ascertain whether expert opinion was received by them before sinking such wells, and if so, to furnish the name of the expeit employed. That the city engineer had produced a plan of the proposal to convert into flats the upper portion of Alansoii and Barr’s building, Rangitikei Stieet. H was decided that as the proposal did not comply with tho by-laws, the council regretted being unable to grant ti e necessary permit. That the gas manager be requested to report on the prospects of increasing the pressure of gas n College Street West or whether anv reduction will eventuate in view of' the erection of houses in that mea under the Government housing scheme. That the eitv engineer he requested "' obtain the names of the itinerant photographers recently operating m the city. CEMETERY COAIAIITTEE. Tho cemetery committee reported that the AVcllington Provincial Funeral Directors’ Association had written stating that it had been tho custom of funeral directors of Palmerston North to make themselves responsible for the collection of cemetery fees on behalf of the council, and asking that the system he altered and that in future tho council collect such fees from the parties concerned. It was decided that the council regretted its inability to alter the present system, which had operated successfully for many years. GENERAL. The abattoir malinger (Air A. M. Spilnuni) reported that stock slaughtered during Juno had consisted of 318 cows, 130 heifers, 00 bullocks, 54 calves, 775 ewes, 711 wethers, 96 lambs and 101 pigs. Ten cows, 2 heifers, 6 sheep, and 4 pigs had been condemned. Fees received amounted to £349 5s sd.

Tho pound-keeper (Mr R. Toms) reported thnt 17 liend of stock had been impounded, the fees received amounting to 10s 6d. The tender of £43 by Messrs Ward Bros, for renovations and repairs to

the interior of tho Council Chamber was accepted. The city engineer Was instructed to prepare specifications and furnish an estimate before calling tenders for the strengthening of the wall in the Mayor’s room and for the renovation of the room and the committee room.
