AFRICAN FORCES.
NEW ITALIAN COMMAND.
Received July 6. 1.20 p.m. ROME, July 5. A Royal decree establishes a single high command of all the armed forces in Northern Africa, including land, air and sea. This is to he held by General Italo Balbo, Governor of Libya, with a general staff consisting of officers of the different forces.
