4000 TO GO FROM SANTANDER. Received July 5, 9.45 a.in. SANTANDER, July 4. A French steamer has left for La Pallice with 2000 refugees. The British steamer Mol ton will follow at daybreak with 2000 more.

EVACUATION BY FRANCE
• (British Official Wireless.) RUGBY, July 3. Regarding the question of refugees desiring to leave Santander, the British Government has reached an arrangement with the French Government whereby the latter is prepared to accept Spa nish refugees in transit through France to other Spanish territory. The authorities at Santander are being told tb.it in return for the protection being given the refugee ships the British Government trusts that political prisoners at present detained in Santander will be allowed to take advantage of the evacuation facilities now being provided
