AMUR RIVER INCIDENT.

HOPES OF LOCALISATION. TOKIO, July 1. The Foreign Office Spokesman (Mr Tatsuo Ivawai) intimates that Japan intends to localise the Amur River incident, but will maintain a watchful attitude. Five Soviet gunboats arc reported to be cruising in the vicinity of Hsiking.

MAY CLAIM COMPENSATION. MOSCOW, July 2. Long Russo-Japanese conferences, some of which were heated, resulted in the issuing of a communique disclosing that M. Litvinoff, while reiterating the Soviet protest against the bombardment of Russian gunboats, is reserving the right of a claim for compensation. He offered to withdraw troops from the disputed islands if Japan and Mancliukuo act similarly.
