In a statement in the House of Commons at question time, Viscount Cranbourno said that the French Government was prepared .to allow the Habana to convey women and children and refugees of a non-military age from Santander to Bordeaux provided it was clearly established, that these refugees were proceeding in transit through France to other parts of Spain. The British naval authorities would provide naval protection for the Habana on both the outward and return trips. Viscount Cranbourne added that he understood that the possibility of the Fiench Government being prepared to receive refugees from other ships would he conditional on the acceptance by the Spanish authorities of those measures which the French Government might consider necessary to satisfy themselves regarding the numbers, nature and destinations of such persons.
