M. VAN ZEELAND’S HOPES. ADDRESS IN AMERICA. NEW YORK, June 23. The Prime Minister of Belgium (M. Paul Van Zeeland) in a public address, referred to the economic dilficulties facing certain leading nations as the unknown factor in the international situation. “Should these difficulties become more acute they might create an internal situation so strained that a recourse to war would appear to be the lesser of two evils,” he declared. M. Van Zeeland revealed that his mission will be to discuss international action to reduce obstacles to trade. He denied any intention of seeking loans for Europe and said that his conversations with President Roosevelt had been truly encouraging.
