SOVIET HOLDS ALOOF. GENEVA, April 20. M. Chicherin has informed the sec-retary-general of the League of Nations that the Soviet Government declines to participate in the international conference for the control of arms and munitions, assembling here on May 4, on the ground that the question involves interference by the League in the internal affairs of the Soviet.—A. and N.Z. cable.
