(By Electric Telegraph—Copyright.) (Per Press Association). ST. PETERSBURG. May 24. Admiral Rozhdestvensky has resigned as Chief of the Naval Staff owing to ?11 health. It is semi-officially announced at St. Petersburg that the granting of a full amnesty is impossible while terrorists and bomb - throwers continue their crimes. It is persistently reported at St. Petersburg that the Imperial family fearing the expropriation proposals, have sold vast Crown forests to German bankers for ten million sterling. Many landowners are trying to sell their properties, and private capital is being largely transferred to foreign banks.
