An t>ddrcßß has been adopted by the Council of the Empire in reply to tho O.ar's speech. It rejoices that Russia henceforth will be one indivisible nation, and expresses tho determination to cooperate with tho Don ma in efforts to place in order questions of education aud the development of tho country's resources. It recommend* the granting of an amnesty in connection with the recent troubles in all cases excepting where attacks wero made on life, or property was involved.
