Labour Bill Rejected.

LONDON, May 18. The House of Lords, by 96 to 24, rejected the second reading of the Labour Party's Bill preventing the importion of aliens under contract during a labour dispute. The Bill passed the House of Commons unopposed. In the discussion on the measure Lord Beauchamp said the Government proposed to treat the Bill exactly as in the House of Commons. They did not propose to take one side or the other, leaving the decision to the House. Lord Londonderry declared he was not surprised at the attitude of '' leave-it-to-you" shown by the Government.
Lord Lansdowne said the promoters were proposing to further load the dice but if the Government assumed the responsibility of the Bill and would see that it was amended and made workable in committee, he would support the second reading.
Lord Salisbury declared the Government's action was a parody on legislation.
