Received Oct. 5, at 9.15 a.m. NEW YORK, October 4,

Colonel Hay, in welcoming the International Peace Congress at Boston, and in referring to the proposals to exempt private property and not contraband from capture or destruction at sea, stated that President Roosevelt had refrained from calling the Powers' attention to the subject owing to its bearing on the present war. He hoped peace would not be long delayed.
